碩士 === 國立臺北大學 === 公共行政暨政策學系 === 102 === Due to in Taiwan the concept of social enterprise has been gradually emphasized and to the local government, the development of social enterprises could be another way of public service delivery. Therefore, this paper aims to explore the partnership between local government and social enterprise. It is a case study on Social Reconstruction Center of New Taipei City. It mainly based on interview method and document analysis as a research base, in order to understand “the social enterprise implications for the local government”, “the manner, conditions and related factors of partnership between local government and social enterprises” and “analysis whether social enterprise is another way to promote public affairs for the local government.” The empirical results show that the key elements of partnership contained consensus, communication, competence, trust-based and role. Therefore, based on the results of this paper will examine the research framework to be amended. Finally, the research suggestion were put forward for the New Taipei City Government and Social Reconstruction Center, as a basis for their future development.
