Shrinking City Challenges of Development Strategy in Taiwan: A Case Study of Keelung

碩士 === 國立臺北大學 === 都市計劃研究所 === 102 === This research concerns about the phenomena of shrinking cities, which is the declining population in some urban areas due to the globalization. A ‘‘shrinking city’’ can be defined as structural crises that a densely populated urban area has confronted the symptoms such as population decreased, economic downturn, employment decline and social problems. (Martinez-Fernandez et al., 2012). Meanwhile in Taiwan, some small and medium sized cities also occurred the recession of population and economic. The research aims to explore the appearance of shrinking cities in Taiwan, and find out what institutional challenges these shrinking cities encountered under the global political and economic environment. Besides, this research will discuss the inspirations that aroused by those challenges in Taiwan’s urban policy. This study will be divided into three layers, First of all, it will investigate the trend of shrinking cities in Taiwan; secondly, for the particular context of history in individual cities, it will take Keelung as a representative case of globalization, industrialization and the special characteristics of shrinking city in Taiwan; at last, based on the case studies in Keelung, it will review the effects and examine the logic of the strategy when Taiwan faced shrinking cities. Two findings are discovered from the discussion of this study. Firstly, the population decline and the economic recession is the main manifestations of shrinking cities, but the extent of shrink is affected by various levels of structural factors significantly; Second, Taiwan government often use the pro-growth strategies while confronting area declined. However, these strategies have a variety of contradictions when dealing with the issues of shrinking cities, and it may not be helpful for the transformation and improvement of these cities. This research concluded that the logic of urban development strategies of Taiwan not only should be shifted and revised from the characteristic of the city, but also should explore the possibility of re-locating these areas.
