This research was employed Programme for International Student Assessment (PISA) and Guidelines for Assessment and Instruction in Statistics Education (GAISE) as a framework to draw up an assessment which was used as the tool of the research. Moreover, this tool was hoped to be a development of an assessment instrument of uncertainty and data as well as a model for drawing up the assessment for ninth graders. By using the framework of PISA and GAISE, the assessment instruemt of uncertainty and data for ninth graders was made. Under the cluster sampling, ninth graders of 19 classes from a junior high school in Taoyuan, Taiwan were chosen. The quality of the results were examined according to the SPSS 18.0 for window, which includes the analysis of difficulty, discrimination, reliability, and validity. TestGraf 98 was also applied to confirm the quality of this test. It was found that applying the framework of PISA and GAISE to draw up an assessment of uncertainty of data for ninth graders is highly feasible. According to the results and suggestions, this study is expected to shed new lights on lesson planning, teaching, and development of assessment instruments of statistics and probability for junior high school teachers and educational researchers.
