Data collection uses survey method, and a “Taiwanese high school proactive and voice behavior questionnaire” was developed as research instrument. To avoid common method variance (CMV) that might cause research results biases, dyadic questionnaires were designed and distributed to high school administrative supervisors and their subordinates. In total the study collected 417 valid questionnaires from 37 high schools’ 58 divisions. Data processes and analyses using SPSS HLM major findings are: (1)Proactive personality positively relate to voice behavior. (2) LMX moderates the relationship between proactive personality and voice behavior. (3)TMX has no effect between on the relationship between proactive personality and voice behavior. (4) “Principal supportive behavior” negatively moderates the effect between proactive personality and voice behavior. (5) “Teacher frustration behavior” negatively moderates the effect between proactive personality and voice behavior. Results of statistic analyses provide directions for the discussion of research implications and managerial recommendations for high school administration, particularly in establishing a sound environment for voice behavior in order to promote innovation and campus sustainable development.
