Summary: | 碩士 === 國立臺北教育大學 === 社會與區域發展學系碩士班 === 102 === While most research literature mainly focus on the analysis and conceptual phase and discuss the existing situation and constraints of the urban development, the policy mobilities of the creative city is rarely discussed. In addition, the policy makers are most likely to be influenced by environmental conditions, the political and economic system, and the national and cultural difference factors that lead to impact on the outcomes of local spatial planning strategies. This study aims to analyze and summarize the characteristics and processes of policy mobilities. Furthermore, this study will discuss on the implementation status of the creative city policy in Taiwan and identify the needs of potential problems in the enterprise and community-oriented planning policy. This study will also summarize the lessons learned from various international exchange programs, academic activities, international conferences and workshops and visiting experts who shared their experience, then in turn attempt to comprehend that how Taipei creative city strategies are measured and selected, as well as to understand whether the relevant promotion of schemes is equivalently innovative. The methodology of this study adapts on qualitative research methods, using four types of research strategies including: in-depth interviews, policy research and analysis, data collection and literature reviews. The results this study comprise: (1) analysis of the network relationships of the creative city policy mobility actors and factors that affect the strategy selection under Taipei City Government’s spatial planning practice; (2) suggestions on the Taipei City Government’s dilemma when implementing creative city planning policies and contributions of major response to literature on policy mobilities and strategy approaches.
