This tendency is especially prominent in old central areas of the city where the population growth is almost zero or even negative. The old downtown area around Keelung Railway Station is an example. Article 27 of the Urban Renewal Act, which went into effect on Nov 11, 1998, prescribes that all the public lands within the urban renewal plan area should participate in the urban renewal. In other words, among the old downtown areas located on a characteristic axial belt and with a potential of redevelopment, the government should select the area with a high proportion of public lands and initiate the initial operations of urban renewal, including preliminary planning, feasibility assessment, and business invitation. The government should lead the development in its partnership with private sectors and solicit investment of private funds to promote redevelopment of the area. This is the meaning of government-led urban renewal. This study first reviewed literature on urban renewal, public-private partnership, and transaction costs. Laws governing urban renewal, official manuals, business invitation manuals, and the development and promotion process of urban renewal were analyzed to understand the current status, method, and procedure of participation of public lands in urban renewal. Later, this study explored key factors in successful cases of urban renewal through public-private partnerships to obtain a general direction for participation of public lands in urban renewal. Finally, this study conducted a case study of the Keelung Railway Station renewal project. Data were collected and analyzed to identify the conditions and limitations in this case. The value of this renewal project and the problems encountered from both the public and the private perspectives were explored through in-depth interviews. The results were expected to be a reference for the government in policy making for this renewal project as well as in the amendment and promotion of related laws. It was generally agreed among respondents in public departments that public lands play multiple important roles in urban renewal. Public lands’ participation in urban renewal can help rejuvenate local industries, create employment, adjust urban functions, promote public welfares, and etc. However, these multiple roles may also cause conflicts in goals or over allocation of resources. In addition, public departments usually encounter problems during promotion of urban renewal. These problems include inadequacy of laws, insufficiency of human resources or professionalism in human resources, difficulties in merging opinions between institutions, and lack of planning for preservation of historical buildings. Therefore, this study suggested the central government set up an exclusive agency, simplify land ownerships of public lands within the area of urban renewal, implement the renewal in stages, and register superficies rights or offer property rights exchange to a portion of lands to facilitate urban renewal. Public and private departments should collaborate through public-private partnerships to increase the core value of public lands for regional development.
