In recent ten years, Keelung Port is relatively degenerate; divided governance of Keelung City and Keelung Port made the development of Keelung slow, which influenced Yong Kang Community as well. By local volunteers’ efforts, how Yong Kang Community creates local business (Amu’s Kitchen, kumquat tea, 3 treasures of Yong Kang: laver with pork sung, fermented tofu, and takuan), local built environment (stone castle of Yong Kang, environmental protection pupils, recycled handicrafts), local arts and culture promotion (mothers’ classroom, artists’ space, greeting to Mazu in O-Khak-Kang, ShihFongDahJue Buddhist Temple, and HeiYin Buddhist Temple), and also reveals different ocean culture, is worthy to explore the unique community development’s experience and result. The geographical range of this study focuses on Yong Kang Community of O-Khak-Kang. The aim of this study is to realize Yong Kang Community’s change, and community development’s origin, process, and result. This study adopts participatory observation, secondary literature analysis, and in-depth interview to depict procedure of Yong Kang Community’s development. This study generalizes from the findings of this study that it can be divided into five stages of Yong Kang Community’s development: childcare stage, sprouting stage, growing stage, transforming stage, and integrating stage. In the first stage, the community watchkeeping and mutual-help team established in 1995, and childcare class was set in 2000. In the second stage, Yong Kang Community Development Asociation was established in 2004. Children’s stilts team, children’s lion dance group, children’s modern drama, and children’s library were established in the same year. Senior citizen’s caring spot and senios’ club, Yong Kang volunteers group originated in 2005. In the third stage, Yon Kang’s stone catsle plan and pocket garden plan carried out in 2006. Yong Kang’s laver with pork sung gained the third place in Keelung’s Top Ten Gifts Competition in 2007. In 2008, Yong Kang Community gained first place on community beautification by Forestry Bureau. In the forth stage, Yong Kang Community carried out “Multiple Employment Projects (Economic Type) - Yong Kang Taking off: Exquisite Cultural Promotion and Marketing” for the first time. In the fifth stage, Yong Kang Community executed “Multiple Employment Projects (Socail Type) - ‘Forever’ Safy and Maintaining ‘Health’: LOHAS Community Plan” and “Flagship Project: Love, Stablization, Welfare, Mutual Help, and Progress for Yong Kang”. The Yong Kang Community, though O-Khak-Kang's function to be a habour is no more existed and the community is graudally downgraded, their unique oceanic culture urges community members to act before government-conducted community empowerment. Activities such as welcoming Mazu, festivals, health and care, other communities' visiting, which show Yong Kang's oceanic culture. As governmental projects and finacial aids flowing into the community, the community takes the opportunities to create a successful community which is different from other cases that becomes a paradigm of community empowerment.
