The followings are the conclusion of this thesis: 1.On the government department side: (1)The resources that the government provides to individual schools are limited. 2.On the school administration side: (1)Resources provided by individual organizations can help promote the quality of school counsel system. (2)In order to provide the best quality of consultation for students, the family members should also participate in the consultation procedures. 3.On the school counselors’ side: (1)School counselors can do their first guidance in their classes. (2)School counselors have clear definition of dropouts, but have different definitions of dropout at-risk students. (3)School counselors’ characters, teaching style and classroom management are the key points to let students stay in school. (4)The relationship between school counselors and students who have graduated from school can be helpful to school counsel works. (5)The change of administration work can make positive effect to school counselors. 4.On the students side: (1)The dropout and dropout at-risk student factors are different from past to now.
