Although Taiwan is not a party of the treaties in the Kyoto Protocol, Taiwan government, as well Ministry of Education , encourages GHG inventory and GHG emission reduction plicies on campus. The propose of this study is to conduct the campus GHG inventory in National University of Tainan based on the green house gases manage framework of ISO 14064-1. There are five steps in the inventory process, including sitting boundaries, deciding the base year, identifying sources, quantifying emissions, making inventory lists. The inventory range in this study includes National University of Tainan(NUTN) main campus and the education center of RONG-YU. Inventory types included scope I, scope II and scope III. I used the “IPCC2007” provided by Ministry of Education as our protocol. I found that NUTN’s total green house gases emission are 7,911.20 t-CO2e, the scope II emissions accounted for 58% of carbon emissions. Per capita average of carbon emissions was 1.131 t-CO2e. The per capita average emission of NUTN ranks in the middle compared with others universities. There are still a budge budge potential for carbon reduction plans. This study provides some of the carbon reduction plans and carbon-neutral measure and quantify, which can be a reference for NUTN annual carbon reduction plan. These plans are based on cost-benefit ratio assessment to promote GHG management. PDCA approach to the use of the effectiveness of inspection per year. These action can gradually improved to achieve the goal of sustainable development on NUTN campus.
