However, the regulation of shaving head grew relaxed due to social customs, so the hair style became a liitle different. At that time, the shortage of goods and material led to simplification of tools for shaving head, so most barbers carried shoulder pole across villages to shave head. The barbers usually went to village to shave head for customers every ten days, three times a month, and the charge were made in harvest time. Barbers didn’t rank high in social hierarchy.
In Japanese occupation, plaits, foot-binding and opium-taking are regarded as three bad customs. To change Taiwanese’s custom, Japanese government promoted hygiene concept by implementing some policies such as hairdresser certification exam, barber shop regulations, seminar, and barber association .Through the efforts of the government and the barbers, the barber shop industry in Taiwan became one of industries which are systemistic, efficient, and has high earnnings. Influenced by Japanese culture, Taiwanese changed their sense of beauty. Barber shop attracted customers by offering a variety of new service, hair style, and equipments, raising their social status indirectly.
In post-war and anti-Japanese war period, the implementation of National General Mobilization Act and goods and materrial control had a great impact on the number of barbers and the barber industry. Afterwards, people in Taiwan were open due to western values, a lot of new hair style became popular in the 60s and 70s. In addition, the advance of technology, improvement of tools, and novelty of equipment made barber industry a characteristic service industry.
