The two above entities are seen as two horizons. Therefore, this research uses the fusion of horizons, established by Georg-Hans Gadamer’s Philosophical Hermeneutics, as methodology and hermeneutical circle as method. Since the Learning Economy emphasizes a prominent notion, i.e. “Innovation is an interactive learning process”, it can bring some heuristic ideas for the former. As a result, in the fused new horizon, this article concludes that the shared new vision of the quality of students in the Basic Education System could be “cooperation by the competence of interactive learning”. At the end of this dissertation, one suggestion is made. A new perception is formulated for the defined district of nearby school enrollment in the National Twelve-year Basic Education System, i.e. “Optimal Interactive Learning Region”. The abbreviation of the new term is “OIL-region” which is symbolized that the human resources are like OIL for the development of Taiwan, especially for the developemtn of economy in Taiwan.
