Whether to make discretion is related to the street level bureaucrats’ recognition of political participation or government’s responses to their needs. The original six district offices of Tainan City prior to merger are selected as objects for this study. By using questionnaire, this study will try to discuss the relationship between the street-level bureaucrats’ administrative discretionary power and political efficacy, understand the use of administrative discretionary power by the street-level bureaucrats and their feelings of political efficacy and organizational environment, and establish the research model of administrative discretionary power and political efficacy of the street-level public servants in district offices. Main findings are as follows: First, on the relationship between personal characteristics and administrative discretion, the study shows that as the street-level bureaucrats’ ages, years, and official levels grow longer and higher, their discretion tend to be more conservative and passive. Also, on the relationship between personal characteristics and political efficacy, the study shows that the longer the years, the higher the political efficacy, while the bureaucrats who assume the position of supervisor has higher political efficacy than non-supervisor. Second, organizational environment has significant influence on the making of street-level bureaucrats’ discretion. The study shows that when under the explicit leadership and the operation of the organization is felt to be stable and predictable, the public servants can make discretion more effectively and actively. Third, on the relationship between political efficacy and administrative discretion, the study shows the degree of political efficacy recognition does affect on the street-level bureaucrats’ administrative discretion.Under the control of effective leadership of the chief, due to the impact of bureaucratic experience, high political efficacy does interfere discretionary decisions ,and make negative act.
