And furthermore, we could make some conclusions and propose some concrete advices and suggestions finally. There are three findings on this study. First, the majority still think there is not enough legal business, legal organization form is non-flexible, and agree to interact with mainland China to expand business markets. Second, the majority view the quanlity of reports as the key point to gain business, keep on enhancing professional knowledge, develop knowledge system to increase efficiency and broaden related business to provide added value services. Third, the majority view differentiation strategy as the best choice, management strategy as the second, and the low-cost strategy as the final choice. This study also provides some suggestions for Ministry of the Interior in Taiwan as follows. First, they should coordinate with other administrative organizations to gain more legal busisness for real estate appraisers. Second, they should execute more flexible policies on leagal organization form regulations to improve the performance of real estate business offices. Finally, they should adopt more open attitudes toward market-open issues to expand business markets. As this study shows, there are still more sole business offices than joint business offices in Taiwan, and they show little concerns about management issues.
