Consequently, the government also pays much attention to preservation and future development of Hakka culture. The government motivates to promote various activities of the Hakka culture and develop toward diversity and multi-facet direction to integrate community Charm Industry, community residents, humanities, and social resource since the establishment of the Council for Hakka Affairs of the Executive Yuan in 2001. We aim to promote “Community Landscape Construction Program” to devote to the transformation of culture, for example, to conduct the activities such as “Hakka Tung Blossom Festival,” “Hakka Liu-Dui Festival” in order to reach the goal of “One Town One Product.” Besides, the related bureaus of government should combine different types of local cultures to develop the local features by means of community construction to promote the local residents’ participation. In view of this, the purpose of this study was to explore the relationship between participation motivation and local identity of inhabitants in Chiatung Township, Pingtung County. The instruments included participation motivation scale and local identity scale. The sample was selected by purposive sampling; 500 questionnaires were given out. After retrieving unreturned and invalid 38 questionnaires, 462 were completed and considered as valid. The valid return rate is 92.4%. The data were analyzed by descriptive statistics, reliability analysis, factor analysis, independent-samples t test, one-way ANOVA, Pearson product-moment correlation, and hierarchical regression analysis. The main results of the current study were summarized as follows: 1. The participation motivation of inhabitants in Chiatung Township belonged to the medium slightly high level; the “learning motivation” was the highest one. 2. The place identity of inhabitants in Chiatung Township belonged to the medium slightly high level; the “community development” was the highest one. 3. Different levels of education, occupational categories, monthly income, and duration of residence of inhabitants demonstrated significant differences on overall and each dimension of participation motivation. 4. Different ages, marital status, levels of education, occupational categories, monthly income, and duration of residence of inhabitants demonstrated significant differences on overall and each dimension of local identity. 5. There were significant relationships between “participation motivation” of Hakka cultural activities and local identity. Furthermore, “ participation motivation” of inhabitants can affect “ local identity.” In addition, in this case, we not only provide the explanation of the results, but also discuss for the application of this result. And there are still some suggestions provided to the Township Office of Chiatung Township. 1. To encourage residents who were graduated from colleges, universities or graduate schools to participate future Hakka cultural activities. 2.The township office should seek the aid of commercial and service sectors at the time of holding activities in order to promote the local delicious food and featured agricultural products as well as to enhance the cognition degree of such residents. 3. To enhance the participation motivation of residents of medium or low income below NT$20001 (including) no income by means of activity planning. 4. Township office should print the manuals related to the Hakka culture to inhabitants whose living period were shorter than 1 year to improve their degree of cognition. 5. To increase the local employment opportunities as well as to reduce population outflow. 6. The Hakka cultural activities should be diversified and abundant in content to attract the cognition degree of the unmarried residents. 7. To enhance the marketing platform of the Hakka cultural activities, to prolong the period of conducting activities to enhance economic efficiency. 8. Township Office should make every effort to seek the budget to regularly and irregularly conduct the Hakka cultural activities to enhance the cognition of the local inhabitants.
