Known as “the hometown of red beans,” Wan-Dan’s local industries index product is, appropriately enough, red beans. Thus, the question we intend to consider is over how to create independent and professional characteristics of the red bean at Wan-Dan. Based on Wan-Dan’s resources and environmental characteristics, this study analyzes the following factors: the sustainability of core resources, infrastructure and policy, resource integration, supply and demand, and the impact of knowledge and innovation on the local industry. Due to Wan-Dan’s rich and unique culture, natural resources, agricultural production and other industries, with "special industries" as the core and with a "special industries" package, Wan-Dan may diversify its agriculture while retaining its unique and exclusive local industry. This will require government assistance aimed toward integrating peripheral resources to help reach the goal of sustainable development. The study findings provide the following suggestions: First, suggestions for the local communities associations, marketing cooperatives and other organizations: (A) Consider local interests to be a priority, and integrate the various community resources in order to guide creative design, product transformation, and product diversification. Organize various activities to promote agricultural products around “humanistic” themes in order to reshape the industry’s image, and tie this in to the development of local industries. (B) Hold regular meetings to review the needs of the various units of the organization as well as the progress of the development plan’s execution, seeking viable planning and problem-solving strategies while building consensus on the development of local industries. (C) Assist and encourage residents to participate in study courses and training, and arrange educational and training programs. Create a strategic alliance with schools and other educational institutions and related organizations to provide developmental energy for Wan-Dan. Second, suggestions for the community residents: (A) The residents should establish the concept that benefiting local development is their first economic priority. (B) Actively participating in schools and community organizations can also improve their abilities, knowledge, and production management skills, which can then help them to develop unique, exclusive, specialty products. (C) Everyone should feel free to propose suggestions at any time. Good solutions and recommendations can come from anyone. Some suggestions may be submitted to various organizations for discussion on the feasibility of creating future development projects. Third,the recommendations for government departments: (A) Actively establish dense transportation networks, set up Guo-Guang bus station stops along the High Speed Railroad Wan-Dan stop, use idle space planning for a transportation transfer station, keep the operation of electricity and telecommunications facilities open/smooth and regularly review capacity and demand, and build a water improvement facility. (B) In accordance with the need for industrial consolidation, invite experts and scholars who are knowledgeable in planning and construction, product development, and marketing. Establish classification and evaluation systems for the local products in order to enhance regional development, product valuation, and competition. (C) In accordance with the need for agricultural planning and the set-up of production facilities, assist and provide guidance to help the community develop leisure agricultural economies, recreation, education, environmental protection, culture, design, health, and urban-rural exchange functions.
