These factors affect forest owners, they did not want to manage forest and change management purpose severe. We found that if developmental of forestry cooperative, and link industrial chain, it should be able to solve the difficult problems of private forest management. This study choose action research which in qualitative research is use to solve the practical problems, and we spent sixteen month to developmental of forestry produce cooperative. Our main purposes of this study were probing private the problems among forest owners, counseling team and public authorities, and the resolve strategies they used as well as the key factors. In this research, We have five important conclusion: (1)We could use understand the needs of private forest owners. It becomes the reference for forestry cooperative operating items in future. They must be development of the sustainability business direction that providing cooperative work by themselves. (2)We developmental of cooperative need authorities agree, so in keeping with provision was one of key focal point. (3)Although the final we were not link industrial chain, but invite the member in reforestation association republic of china and experts share their experience. This can make up deficiency for cooperative beginning. (4)Private forest owners although had different preferences for cooperation's business direction, but they can use communication and discuss together and find out the best cooperation's business direction. These were not be found by past relevant research. (5)It has many challenges in process of developmental of forestry cooperative. Because we had no reference experience, set up forestry cooperative need for guide and help by academia and government.
