Summary: | 碩士 === 國立屏東科技大學 === 社會工作系所 === 102 === The United Nations Convention on the Rights of the Child incorporates the particular rights of children in special situations, and which also implies the advent of the right of criminally accused children. The international attention towards the interests and rights of juvenile criminals, and the inspection of the domestic development of the rights of children and youth, demonstrate the shift from the focus on the underprivileged minority to the protection and rights of illegal behaviors. Therefore, from the perspective of the rights of the child, it is important to provide appropriate treatment service for juvenile sex offenders in accordance with their physical and mental needs and developments. This thesis, with the researcher’s professional background as a social worker, takes on a qualitative method to study the prevention center in three domestic counties. Supported by investigative method, this study conducts an individual and in-depth interview with nineteen practitioners and two experts in the field of social, health, police, education, judicatory and etc., to explore and discuss the current treatment service for juvenile sex offenders.
The result of the study shows that there are differences, influences and relevance between the characteristic and formation of adolescent and juvenile sex offenders. There are also interpretative differences in interdisciplinary studies and hence it is more thorough to adopt the integration theory for the causality. The result is most evident in the ecosystem where the offender’s situations and needs can be seen most clearly. Furthermore, the study also shows the experts’ view on the importance and necessity for an early intervention in juvenile sex offenders, but treatment service are depicted differently in each county, depending on the county’s finance and professional knowledge. Therefore, the thesis concludes with the case study of Hong Kong juvenile sex offenders, either domestic or abroad, for further reference and recommendation.
