The use of bicycle as a transportation is an important criterion for evaluation the modernization of a city. Pingtung city government strongly promotes the use of bicycle for transportation recently. However, there are many concerns and limitations needs to resolve for achieving this goal. For instance, there are many piecewise test bicycle paths around the Pingtung city and these paths are not connected as one complete bicycle path. In addition, motor bike is the most popular transportation in Pingtung city. The use of motor bike and illegal parking also cause a great concern for promoting the bicycle transportation in the Pingtung city.
The objective of this study is to analyze the conditions and associated problems of existing side walk and bicycle path facilities of Pingtung city as a reference information for future bicycle design. The results of this study indicated that there are five major concerns for promoting bicycle transportation in Pingtung city. The concerns included: city bicycling policy establishment, illegal parking, bicycle route illegal occupation, right of road, regulation and law enforcement, etc. It is suggested that bicycle path shall be constructed beside to side walk. This design will eliminate the situation of motor bike riding on bicycle path.
Yung-Fu Road, between Chon-Shang Road and Fu-Shin Road, of Pingtung city was chosen as the test section in this study. After a detail site investigation and traffic analysis, a complete bicycle path design was proposed to the city government. Safe environment and Life friendly bicycle path are the major elements in this final path design. It is expect that this modern bicycle path design can be a model of the future bicycle path design for Pingtung city and other cities.
