This study was based on semi-structured interviews mainly studying six preschools in Kaohsiung City, including the principals and teachers in three public preschools and three private preschools, a total of 12 persons, thus comparing any difference behind preschools from different systems in the face of the inner and external difficulties, and the aspects, attitudes and methods in the use of innovative operational strategies. The findings are stated as follows: 1. Public and private preschool principals and teachers are currently facing in a dilemma mainly based on the decline of birthrate, concept of parental education, competition with pressure and new issues as to the curriculum. 2. Public and private preschool principals focus on personnel management in the face of current internal difficulties. 3. Public and private preschool teachers are facing difficulties inherent to aging facilities and increased cost of teaching methods, lack of manpower, interference by old system currently. 4. Public preschool principals and teachers mainly use innovative aspects of operation in the course, hardware and marketing. 5. Private preschool principals focus on curriculum and personnel affairs in the innovative operation, while private preschool teachers using innovative operational strategies in new curriculum and course. 6. Public and private preschools remain difference in the use of innovative operational strategies. 7. More consistent attitudes held in the innovation operation by public preschool principals and teachers. 8. Larger difference behind attitudes held toward innovative operation by private preschool principals and teachers. 9. Principal’s attitude toward innovative operation affects that of teachers toward innovative operation. Finally, this study, based on the findings herein, suggested future studies made on the issues related to the principal of the preschool, teachers and future researchers.
