However, in order to ensure the success of e-government system, measure the effectiveness of e-government system, the necessary action was indispensable. In this study, information system success model, social capital theory, theory of reasoned action, social network analysis as the theoretical foundation, for explore the factor affects information system developers to share knowledge. The study by questionnaire survey method to collect information system users of Kaohsiung City Government each unit and information system developers on knowledge shared behavior, and thematic data to analysis information system developers’ views of the knowledge sharing, information system success model. The results showed: (1)The shared norm has significant effects on attitude toward knowledge sharing; (2) The informal communication has significant effects on intention to share knowledge; (3)The intention to share knowledge has significant effects on information quality, system quality, service quality.
