In addition to economic effects, the economic reforms have also resulted in a basic contradiction between economic transformation and political immobility and that the social and political changes associated with economic reforms will undermine the legitimacy of the Chinese Communist Party. The problems of social control occurred during the process of economic reforms because many of the past control mechanisms have been removed for the purpose of increasing incentives and productivity. Industrial policies would be implemented on pilot basis in specific area in china, and this is exemplified by Beijing and Shanghai, which became one of the pilot cities for industrial policies. The industrial policies would be lunched to other suitable provinces, if it can encourage the development of industries. In Beijing’s the industrial policy is usually to develop a national industrial policy as the mainstay, whether in agriculture, industry and manufacturing the industrial policy issues are of concern to the Chinese mainland, because shanghai is located in coastal areas, industrial diversification policy in Beijing, and one of the earliest development of the city in mainland china, and in the past in terms of trade, but also to adopt a more open attitude, so obtained the opportunity in china relative to the first pilot other cities have come higher, shanghai's the industrial policy is usually associated with the foreign trade policy as the mainstay industry, different from Beijing and shanghai industrial policy differences, mainly consistent with the industrial policy is to network digitization, to shanghai and Beijing do not regardless of in the what the industry are gradually began to emphasize the importance of the network, because the network development of paths can create high value-added industries and various scale of production, it is upgrading a lot of problems that must be faced by industry. In mainland china to the industry policy, through five-year plan, beginning expressed to something about the industrial policy to cope with the trend of the world and issues related to improving economic growth in china's industrial policy affected whereby can be stabilized the relationship between state and society the Chinese mainland future development.
