The government proposed many kinds of policies and programs for long-term care service. The “10-year Long-Term Care Service Program” issued in 2007, which guided the civil society groups collectively provide care services provision through the government budget, so that service has been great development. This study focuses on the service process based on the 10- year long-term care service model finding that manpower occupational and expertise, and professional manpower distribution. The results showed those are three long-term care service places, eight service models, six professional services and contribute to the three dimensions of human. This study also establish long-term care service establishments, service models, service staffing, professional relationship with the dimensions of the matrix relationship, an provide reference for long-term care insurance policy in the future. The allocation of long-term care workers’ professional competency training connects with the servicing quality and the promotion of long-term care service, the demand of the service workers with high quality and adequate quantity in the long-term care service based upon the continuous effort and collaboration of the government and all institutions involved.
