First, collected information on domestic and international moral leadership, teachers’ organizational citizenship behavior and school effectiveness literature, periodicals, etc. to be explored and analyzed. Secondly, proposed research framework, preparation questionnaire and pre-test, pursuant to develop this research tool – “ A research on the relationship among elementary school principal’s moral leadership, teachers’ organizational citizenship behavior and school effectiveness in Kaohsiung”. This study used questionnaires, elementary school teachers in Kaohsiung were the research object, stratified sampling method to extract 45 schools, 719 formal teachers, 693 questionnaires were collected, 670 valid questionnaires, the effective rate of 93%. After the questionnaires, the information was processed by statistical methods as descriptive statistics, t-test, one-way ANOVA, Pearson’s product-moment correlation, canonical correlation and stepwise multiple regression. Based on this research reaches the following conclusions: 1. The degree of the awareness of “principals’ moral leadership” among the elementary school teachers in Kaohsiung is above average, and the “compassionate care” is the highest, the “criticize to improve” is the lowest. 2. The degree of the awareness of “teachers’ organizational citizenship behavior” among the elementary school teachers in Kaohsiung is above average, and the “professionalism and compliance” is the highest, the “altruistic to help others” is the lowest. 3. The degree of the awareness of “school effectiveness” among the elementary school teachers in Kaohsiung is above average, and the “teaching professional quality” is the highest, the “community involvement support” is the lowest. 4. The elementary school teachers that are above 51 years old, in mountainous or remote areas are more aware of principals’ moral leadership. 5. The elementary school teachers that are higher educated, served as leaders or director, school scales 13-24 are more aware of some dimensions of teachers’ organizational citizenship behavior. 6. The elementary school teachers that are school scales 13-24, in mountainous or remote areas, are more aware of school effectiveness. 7. Elementary school principals perform the moral leadership better, and the teachers perform the organizational citizenship behavior better. 8. Elementary school principals perform the moral leadership better, and the school effectiveness is higher. 9. Elementary school teachers perform the organizational citizenship behavior better, and the school effectiveness is higher. 10. There is overall relationship between principals’ moral leadership and teachers’ organizational citizenship behavior to school effectiveness; principals perform “fair and selfless”, “criticize to improve”, and teachers perform “approve organization”, “altruistic to help others”, “not make trouble competing for profits” better, and the performance of “administrative operations”, “students’ learning performance”, “community involvement support” is better. 11. Principals’ moral leadership and teachers’ organizational citizenship behavior is significantly predictable to school effectiveness, and the “approve organization” can best predict the school effectiveness.
