The subjects were 69 Foreign Affairs police officers from Kaohsiung City and Pingtung County. They were required to fill in a questionnaire designed by the researcher. After data collection, the responses to it were analyzed qualitatively and quantitatively. Based on the data analyses, the findings are summarized as follows: 1. There were significant differences among the Foreign Affairs police officers’ English learning motivation and attitudes and their seniority and official position. 2. There was a negative correlation between their seniority and their needs in English learning. Concerning the five English skills, most felt that listening ability was the more frequently used and regard reading as their most competent skill because they have many opportunities to read English documents. However, speaking is viewed as their least competent skill due to the fewer chances to speak English. 3. The incentives for passing the English Proficiency test for promotional points varies from field staff to office workers. Moreover, compared to the allowances of the Forensic Science police and Criminal Investigation police, those of the Foreign Affairs police are too low to attract police to join the Foreign Affairs police field. They must be drastically increased. 4. Improvement by keeping up their English abilities by setting up a mechanism to incentivize English learning. On the basis of these results, some implications are offered as follows. The government needs to build an English friendly environment. A larger budget for English study of the Foreign Affairs police officers is critical, so that they will have multiple English learning methods.
