Among all these factors, logistics, which play the supportive role, and also, the government highlights the importance and the economy value in each Five-Year Plan. However, the World Bank indicates that the gorgeous performance in economy does not bring the satisfied logistics performance in every two-year international logistics performance report. This also shows that there might be some obstacles in China during it built the logistics industry. Therefore, this study is based on the exploration in China’s logistics. We collect the obstacles China has in logistics and compare with the National Logistics Performance Index which is built by World Bank as well. We hope to establish the logistics performance index system for China. We adapt the Analytic Hierarchy Process(AHP)to exam the propriety of the index system in this study, and rate the importance of each index. Moreover, we identify which index is the most important that the government and the enterprises in China must focus on according to the need of current economy and the demand of logistics. The result shows that transport infrastructure, information infrastructure, law making are the most important factors for government. And the enterprises should concentrate on service system establishment, customer demand analysis, partnership establishment, the efficacy in transportation and staff management. In addition to the great effort of China’s government, the cooperation of the enterprises also dominate the profit in logistics. That is the efficient way to match the supply and demand. In the end of this study, we also take China for example to check Logistics Performance Index(LPI) made by the World Bank, rethink if there is any possibilities to make LPI more complete and practical, advise as well as make conclusion.
