The total project cost more than NTD$500 billion. Since the launch of service in 2007, Taiwan High Speed Rail Corporation (THSRC) has managed to reach the goal of non-major accident and successfully kept the record during operational period up until now. This study probes into how THSRC management, under severe pressure of shareholders expectation in sustained profit making and safe transportation of passengers, establish a rigorous rolling stock maintenance strategy to perform maintenance work with effective cost while ensuring safety of the rolling stocks in operation. In this study, through examining main dimensions of strategy formulation, Analytic Hierarchy Process (AHP) is applied to explore key factors influencing high speed rail’s rolling stock maintenance strategy. Evaluation standards as well as ranking of weights for best alternatives are obtained to draw specific conclusions and to propose recommendations for high speed rail as a reference when developing its rolling stock maintenance strategy. The study indicates the ranking of weights in main dimensions for developing high speed rail rolling stock maintenance strategy are “safety factors > cost factors > human factors > efficiency factors”. For each dimension, the highest ranking of weights are “safe conduct management”; “maintenance facilities availability improvement”, “maintenance planning and management enhancement”, and “professional skill upgrading”. For alternatives, the rankings are “establishing quality control system for field operation” > “promoting external audit and certification” > “increasing the number of maintenance manpower”. The study recommends that responsible departments should at an appropriate time build a comprehensive quality control and assurance system and procedures, thereby, fully committed to safe practices in the implementation of the maintenance procedures to ensure good quality of maintenance works.
