The investigation was conducted by questionnaire, which the population was the employees in Kaohsiung City government (public sector) and others (private sector). Random sampling was applied, which the effective samples were 770 (both 385 in private and public sector respectively). In this study, environmental literacy was investigated in three aspects: knowledge, attitude and behavior. Via methods of descriptive statistics, T-test, and one way ANOVA, it was found that employees in both sectors had positive performances on all aspects, which public servants showed better performance. However, the lack of environmental behavior was found in this study. Employees that had joined environmental activities had better performances than those who had not joined any in the past year. Furthermore, employees in the private sector who had gained environmental knowledge with training programs had better performance that can reveal the positive influences of training programs. Through Pearson’s Product-moment correlations, all employees’ knowledge, attitude and behavior were positively correlated to environmental literacy; for public servants, only knowledge and behavior were not significant. Hence, enhancing employees’ knowledge would enhance their attitude and behavior. Meanwhile, employees’ environmental literacy was significant and moderately correlated to the demand of environmental education. Via stepwise regression procedure, the result revealed that the demand of environmental education had forward prediction for environmental literacy; therefore improving the contents and execution of environmental education would have positive effect on increasing employees’ environmental literacy.
