However, maybe service recipient’s IT capability is insufficient or they have poor interaction with service providers then lead to the failure of SaaS. To address this, this study uses Resource-based view as a theoretical to explain how commitment is affected by service provider interaction, including service investment and service flexibility, and how service provider interaction is influenced by service recipient’s capability, including IT strategic planning capability, IT management capability and relational norms. This study used questionnaire survey, supported by 164 valid samples, which collected from small and medium enterprise’s supervisor where uses Cloud SaaS Service. Research found that (1) service recipient’s IT capability and relational norms can enhance service investment and service flexibility of the service provider, and (2) service provider’s service investment and service flexibility can enhance service recipient’s commitment for SaaS.
