For just in time policy more and more material take air cargo service. To facilitate the shipper/consignee with airlines freight forwarder plays the important role. Some forwarder even upgrade its service into total solution service. The main purpose of this study is to determine the key factors of how Airlines to select cargo key agents. After literature review, expert interviews, and expert questionnaires, the fuzzy Delphi method was applied. And four major dimensions defined as the result: ‘ Business benefits’, ‘ Route network’, ‘ Information technology integration’ and ‘Company size image’ . Total 18 key factors were developed from these four elements. Analytic Hierarchy Process was applied to the Expert Questionnaires data to obtain the relative weighted value and overall weighted values. The Analysis expressed that the top three key factors sorted by degree of importance are ‘ Improve airlines’ cargo revenues’, ‘Increase airlines’ load factor’, and ‘ Increase cargo on airlines’ new routes’.
