In order to feed a large number of people, many Chinese people were working with agriculture industry, which was also the most basic industry. Due to agriculture as the major industry, the agricultural population accounted for a large part of Chinese and agricultural problem became the biggest problem at that time. China's agricultural development is also now facing the similar problems as previous time, that is so-called “There-Agriculture Problems” (agriculture industry, agricultural population, and agricultural village), which makes China's agricultural development stagnated. To let China's agriculture develop more smoothly, land transfer system should be further improved. Under the further improved land transfer system and its fully being implemented, the solution of agriculture problems can become a reality. Firstly, this dissertation will introduce the various aspects of land transfer system and it finds out that the land transfer is actually the right of land contract and management transfer, and there are seven circulation ways in the laws. Secondly, it is to understand different stages of land transfer system as well as their developmental status by historical and literature review, which are divided by the period of “open-door and reform” policy. Finally, the focus would be put on the development of the land transfer system so as to find out the problems arising in various stages of development and the factors affecting their development. China's land transfer is a different agricultural policy from other countries. It is to hope to fully understand the stagnation of China's agricultural development and its future ways leading to rapid agricultural development by introducing the basic concepts land transfer system, developmental history as well as analyzing its problems and impacts.
