Summary: | 碩士 === 南華大學 === 國際暨大陸事務學系公共政策研究碩士班 === 102 === The elementary schools and junior high schools in Lugu township are mostly considered as small schools, which are commonly have been the problem on the demand of human resources. This study focuses on the case of Lugu Township in Nantou County. It evaluates the usage and management on educational service draftees and its related issues, by gathering information through the schools’ administration.
Qualitative research is used for this study. The data of this study has been collected by many literature reviews, and the in-depth interviews from educational service draftees managers, school principals and school directors.
First, this study finds that it is clear that the educational service draftees are beneficial for schools in Lugu Township.
Second, although every school tends to apply for it, it is not guaranteed that the school can have a draftee without delay. There is at least two to six months postpone time from one draftee until another.
Furthermore, schools only have the rights to apply for the draftees, but no further rights to make an active move, which is to find the right person for them.
Finally, the various characters draftees have created challenges and difficulty on managing the alternation of educational services draftees. The provisions for school draftees that must stay at school after school hours also make managers hardly manage their working shift and also concern about their security.
The elementary schools and junior high schools in Lugu township where the educational service draftees service at, they gave positive recognition to educational service draftees’ serve in schools’ administration. But the reduces of the service constitutes, causes the negative impact on draftees’ short-sighted mentality. The mentality can also affect the duty planning and manpower training in a slipshed way, and react on the careless attitude of the draftees.
