The strategy of lower price creates a superior operating performance for food supply stations and makes this food supply system could survive in highly competitive business environment. However, this advantage of lower price gradually fades away with the establishment of giant mass merchant. Therefore, it is necessary to investigate the operation status and the efficiency of operating resources for each food supply station and then provide some recommendations to the authority of the food supply station. In addition, by considering the effect of economic externalities should be included in the evaluation of performance, this study employs two-stage DEA model using data of 2009-2012 year to evaluate the performance of food supply stations. The result indicated that two-stage DEA model including service efficiency (first stage) and economic efficiency (second stage) could provide a more accurate evaluation of operating performance and then helps the authority to identify the advantages and weaknesses of food supply stations’ operation and allocation of operating resources. Finally, the results of a managerial decision matrix combined with performance and productivity could serve as a managerial tool to provide further improvement directions and efforts for the management of the army foods supply station.
