A Study of Organizational Project Management Maturity Model of Military Internet Data Center－Illustrated by Implementing ISO/IEC 20000 Project

碩士 === 國防大學 === 資訊管理學系 === 102 === Since 2005, ROC military has contributed three IDCs, using the concept of north as system management, south as information security and east as backup. However, it is a how to let IDCs to be more institutionalized in management, less time consuming in information services and innovative. We could make IDCs win at no time through raising the level of business management. This research uses the OPM3 published by PMI and evaluates in two parts, single project management’s 42 processes in organizational project management maturity model and 4 faces in organizational motive factor. Let us to know the organizational project management maturity degree of north IDC before leading in the project of executing ISO/IEC 20000. So that we could frame actions and suggestions for improve program, making north IDE could be in time, in quality, in budgets when finishing projects like executing ISO/IEC 20000. As the results of evaluation, 61.9 % for case organization entirety maturity degree and 58% for organizational motive factor in OE partial maturity degree. The reach degrees of each process are 24% in standardization, 52% in measurement, 83% in being controllable and 90% in continually innovation. Standardization is the worst among above. The begin process, 0% reach degree, is the worst in five processes group while communicate management, 30% reach degrees, is the worst in nine knowledge domain. After evaluation group discussion, through cross-comparing five process groups and nine domain knowledge with 4 faces in organizational motive factor, combining single unit’s character, we listed 14 BPs as primary improve details, includes 9 best affair of communication management in begin process group, standardizations of project identify profit relationship process, and 5 best affair of frame motive factor, applying organizational project management to reach goal and purpose of strategies. If the single project could follow evaluation pattern and improve suggestions in OPM3, the maturity degree in single organization would be raised. Further, it would be successful while executing single project as leading in ISO/IEC 20000.
