Summary: | 碩士 === 國防醫學院 === 公共衛生學研究所 === 102 === With a rapidly aging population associating with the upswing of chronic diseases and disability prevalence, the demand for long-term care increases sharply. The family structure changes with the progress of the times. The role of home caregivers transfers from women into others. Also, the responsibility of taking care of the elderly converts into society’s duty. It is an important issue how to meet the needs of aging people and long-term care services.
The planning long-term care insurance is social solidarity and risk sharing orientated. The long-term care insurance will be taken to the social insurance system. The national policy makes great influence on people. Studies of collecting public opinions on long-term care insurance premiums are still in demanding. Therefore, this study aimed to explore opinions of the insured on long-term care insurance premium burden and willing to pay by means of focus groups.
The study utilizes focus group to collect all kinds of opinion. Each focus group is made up of 6-8. Altogether 171 people joined the 24 focus groups in the northern, central, southern, and eastern districts of Taiwan. The result shows that the long-term care insurance could be accepted by people.
The major findings and recommendation related to the issue are as followings:
1. The long-term care insurance should be a universal compulsory insurance.
2. The long-term care insurance premium calculation should be based on total household income before tax.
3. The rate of long-term care insurance premiums should be carefully calculated by the government.
4. The burden of long-term care insurance premium adopt alternative 2. (The insured: Employer: The government = 35% : 16% : 49%)
5. For the willing to pay: the median monthly premium is between NT$80~1000. It is 10%~25% of the National Health Insurance.
6. The copayment rate of the long-term insurance is 10 percent of home and community services and 15 percent of institution services.
7. Insurers suggest that physical disabilities, mental disabilities, low income households, veterans, the elderly, aborigines, the students studying in military school, soldiers, and unemployed people should get the long-term care insurance allowance .Some people even suggest that everybody could get it. However, there are still a few people think that no one can get the allowance.
8. To sum up, the overall supporting rate of people toward the long-term care insurance is 91.1%
The result of the study can be one of the references for the government to propel the long-term care insurance. The government could aim at carrying on estimating several issues such as the basis of insurance premium calculation, the proportion and rate.
