| Summary: | 碩士 === 國立東華大學 === 公共行政學系 === 102 === This research mainly discusses the feasibility of “Household Garbage Per Bag Trash Collection Fee” in Hualien city. Four purposes of this study included the followings：1. To investigate the suitable policy of trash collection fee in Hualien city.2. To explore the factors related to success of “Household Garbage Per Bag Trash Collection Fee” policy.3.The intent and attitude of local authorities such as Hualien County Environmental Protection Bureau, Hualien city hall and elected officials, experts and scholars, environmental groups and so on.4. The feasibility of “Household Garbage Per Bag Trash Collection Fee “ in Hualien city.
The main methodology of this research was literature review, case studies and in-depth interviews. The study began by collecting the theoretical literature and relevant studies. In addition, the main aspects of this research are politics, economy, administrative, law, technology and environmental feasibility. Following was to develop this research question, the interview questions and interviews and supplemented by SWOT-oriented analysis.
Therefore, this research was based on these ideas and tried to understand and analyze the deep intent and attitude of “Household Garbage Per Bag Trash Collection Fee “ of those policy decision-makers, practitioners, environmental groups and other interested parties in Hualien city
The outcomes of the study showed as followed:1.The political feasibility : Executive heads should reserve their opinions before fully understand the public and the public representative opinion is more bias against the position.2. The economic feasibility: There’re many issues should be considered, such as whether people accept the specific trash collection fee, the local government revenue shortfall due to the implementation of “Per Bag Trash Collection Fee”, and increasing spending on local government finances due to the rising inspection manpower by people dropping litter and clean up.3.The administrative feasibility: The County Government may be the leading position and the Town Hall follow it. However, the Bureau has not been placed “Per Bag Trash Collection Fee” policy into the agenda.4.The legal feasibility: So far, EPA does not plan to change the garbage collection fee system, therefore, there’s no relative regulations of “Per Bag Trash Collection Fee”.5. The technical feasibility: As Taipei City and new Taipei City has implemented the Per Bag Trash Collection Fee” policy, others can learn how to produce the specific garbage bags and know the problems of the fake bags, further , the auditor can learn the practices, skill performed by removal.6.The environmental feasibility: The implementation of “Per Bag Trash Collection Fee” can reduce the emission of carbon dioxide emissions while removal, however, Ji'an Township is near Hualien city and people may easily litter rubbish across domains due to the geographical position.
