This study invited five basic-level male police officers as participants, and each was interviewed within 70-130 minutes with in-depth interview individually. This study was based on the qualitative research method, and collected textual data from semi-structured in-depth interviews. All the textual data were analyzed with phenomenological content analysis. The results of the ways the basic-level police officers' participation in the different phases of the growth of their pre-school children are shown as follows: In the phase of 0.5-1 years : 1) learning how to be a father by doing, and their spouses provide assistance in their lack of patience; 2) father as a playmate; 3) involving in the day to day trifles. In the phase of 3-6 years: 1)accompanying baby's babbling to promote linguistic ability; 2) making sure the toddler's safety; 3) worrying about child's healthy so rushing to the hospital; 4) father gives the answers to respond to the curiosity. In the phase of 3-6years: 1) cherish the time with children; 2) father takes the opportunity to educate the curious baby's adventures; 3) application of communicate and guidance for life; 4) encouraging autonomy of their children. The results of the factors which affected the basic-level police officers' participation in the different phases of the growth of their pre-school children are shown as follows: In the phase of 0.5-1 years: 1) due to the assistance of partners involving in taking good care of the whole family, these fathers can have the time with children; 2) due to the limitation of occupation, these fathers cherish the time with children; 3) raising the first child by others’ experiences and their former experience for taking care of their younger siblings; 4) wanting to be a good father, applying useful information about children's growth. In the phase of 1-3 years: 1) these fathers tries many ways continuously in order to help child adapting school life; 2) physical development is the main concern for these fathers if it is under the average; 3) looking forward to child's independence, applying opportunity for child to practice; 4) couples' interaction have a great influence on child, and they avoid conflicts in front of the child. In the phase of 3-6years: 1) these fathers respect the ways their partners raise their children; 2) even with great pressure from work, they separate the negative emotions from child to avoid bad influence on child's growth; 3) in conjunction with education obtained at school, these fathers prevent and carry out what is taught at school; 4) due to long and irregular working hours, once they have time, they always try their best to join in child's growth. Finally, suggestions for the basic-level male police officer fathers, the professional psychologists who have chance to serve basic-level male police officers, and police ministry and family educators.
