Summary: | 碩士 === 國立彰化師範大學 === 公共事務與公民教育學系 === 102 === This study aims to understand the perceptions of government ethics officers towards property declaration and explore the level of satisfaction with a series of anti-corruption measures. The study uses questionnaires to survey the opinions of government ethics officers at the subordinate agencies under the Ministry of Justice. A total of 78 valid questionnaires are recovered for statistical analysis. Based on the analysis results, the findings are summarized as follows:
1. This study finds that government ethics officers most agree with the idea of using the Internet to facilitate property declaration. Meanwhile, the government ethics officers think that the property declarations of public representatives should be made available to the public, and that the substantive audit is most susceptible to loopholes created by interested parties. As for the level of satisfaction with a series of anti-corruption measures, the establishment of the Sunshine Act has obtained the most satisfaction from the government ethics officers. On the contrary, exploring the clues on corruption and malfeasance has obtained the lowest satisfaction from the government ethics officers.
2. There are significant differences among perceptions of the interviewees who are under 30 years old and engage in procuratorial activities towards the substantiative audit. And those interviewees have the lowest degree of agreement with substantiative audit.
3. There is a positive correlation between property declaration of public official and the level of satisfaction with the effectiveness of anti-corruption measures, but there is a low negative correlation between the substantiative audit and the level of satisfaction with the effectiveness of anti-corruption measures. Meanwhile, property declaration has significant impacts over anti-corruption measures.
According to the findings from this study, in order to better perform property declarations for public officials and obtain better satisfaction with the effectiveness of anti-corruption measures, this study make suggest that the online property declaration system and all citizen monitoring be implemented, the professional quality of the audit staff be enhanced, the tasks pertaining to property declaration be grouped, and the practical issues be gathered to adjust the orientation.
