In order to strengthen the industrial structure, the government should carry out a new wave of economic liberalization. National Development Council plans to implement " Free Economic Pilot Zones " to accelerate the process of liberalization, in order to establish a high degree of liberalization of economy. Now, Free Economic Pilot Zones are promoted in Taiwan Free Trade Zones in the first stage. Taichung Free Trade Zone , developed in the Central Taiwan, links with Export Processing Zone , Central Taiwan Science Park and the Changhua Coastal Industrial Park and other parks, also attracting central industrial clusters and linking supply chain. This study focused on the business environment and investment conditions in Free Economic Pilot Zones in Taichung Port with depth analysis. Find top priority factor, as a follow-up to adjust promotion reference for the authority. In this study, the enterprises and potential industries in Taichung FTZ are regard as the research target. AHP as research method and "economic environment ", " cost ", " market " and " infrastructure " as the aspects for analysis. Analysis showed that the priority aspect should considered as the " cost ", followed by "economic environment ". Then listed four criterions under each aspect. The "land rent fee and personnel cost " is widely attention, and the second is " customs processes simplification ", followed by " tax reduction". However, " cargo in nearby Park " is listed as the most unimportant factor.
