Scenario of missing items are constantly repeating itself around us. Regardless of the degree of loss, it is an unpleasant experience for the owner. The rapid advancement in information technology has introduced opportunities for identifying missing items. Smart phones with 3G/WI-Fi is proliferating to such a degree that the Internet is almost ubiquitous today. In addition, built-in bluetooth is becoming standard on every smart phone. If an automobile has built-in bluetooth devices, or tags can be placed in the car, using smart phone to identify and find missing cars can be feasible. Using smart phone APP, one may be able to spot and identify missing cars on the road and report it to the accompanying cloud-based search service. With such a service, owners of missing vehicles would reduce their losses, which may translate to a new business opportunity. This study presents a business startup plan by proposing a solution to the stolen vehicle problem. The solution is based on a smart phone APP making use of Bluetooth ID matching and a cloud-based search service. A feasibility study is conducted from the perspectives of funding, social community, technical, financial, regulatory and risk, and the new business proved viable. The plan is divided into several stages, each with its risk control. In the beginning, a social community, which is an important integral part of the solution, will be launched simultaneously. Based on out financial analysis, if the search service reaches the 30 percent mark, the service will break-even. Beyond that, multifold profits can be expected.
