When it comes to global supply chain arrangements, those who can take the first initiative had the pre-emptive opportunity. Therefore, building up the enterprise’s competitiveness through internalizing its information strategy and capitalizing the advantage of information technology is essential to make the enterprise one of The Global 100. Take conglomerate company F as an example. The capital used to setting up a new overseas company usually reaches up to tens of billions New Taiwan Dollars. How to successfully manage different projects, including budgeting, engineering, funding, personnel, and tax operations, during the preparation period to produce synergy is very important. Adopting the case study methodology, the author served as the project manager of the SAP system implementation project for the Preparatory Office of a joint venture company between Company F and a Japanese company. This study is to address the following questions: (1) what kind of information system is needed for a company during its preparation period; (2) how does that system meet daily operation requirements; (3) how to implement that system in a short period of time; and (4) how to use the information for decision making.
This case study concluded the justification of an information system for a preparatory office: (1) when a joint venture partner exists; (2) when high financial statements transparency is needed; and (3) when huge amount of funding is involved. By using Company F’s private cloud computing solutions, together with adjusting SAP AG’s ASAP methodology for Implementation, the time of implementation was shortened significantly to two and one-half months. Meanwhile, the resulting benefits also met Company F’s overall strategy of information technology, achieved good budget control, made procurement process transparent, and modularized system of Preparatory Office. Sustainable operation is a major challenge for enterprises in a fast and competitive global environment nowadays. The only way to react to the change of the world in the shortest time is to align information technology strategies with company’s business strategies. This study provides a direction of thinking and a successful case for accelerated system implementation to help Company F face continuous changing environment and deploy systems rapidly. The managerial implications and practical suggestions provide great value for IT departments of enterprises and IT consulting companies.
