DGPA responsible for the overall personnel administration system is in charge of development. The goal of this system is to unify the user interfaces of the attendance system of all the national government agencies, data formats, and to improve the government’s efficiency. The target users include all the departments of the government such as central government, local government and schools. The case study explains why authorities replace the original attendance system by WebITR system, and what was happened when transferring to WebITR. Based on Leavitt’s (1965) “Diamond Model,” the study analyzes the situations and problems before ad after the implementation, as well as what the impact of the system. The Diamond Model provides the framework for the case analysis. The results of this study confirm the four dimensions of Diamond Model, task, person, technology and organization, are connected and mutually influencing. Therefore, when importing a new IT system into an organization, the IT system should be adjusted according to the organization characteristics, such as resource, task, person, technology and structure, to reduce risk.
