To maintain the effective use of roads, various government agencies devote significant resources to construct and maintain roads and create different methodologies to evaluate program effectiveness. However, existing evaluations tend to focus more on conditions of the road surfacing than the management of performance indicators. To establish a management-focus road maintenance indicator for county and city governments, this research focuses on four dimensions: customers, financials, operations, and learning growth. This paper starts with creating road maintenance strategies by taking into account domestic public infrastructure policies. Then the paper uses three performance valuation models as foundation for human resources and financial evaluations. These models incorporate 20 local governments’ evaluations, highway maintenance evaluations, and data envelopment analysis. Furthermore, this research uses foreign highway road maintenance valuation and department of traffic balance scoreboard to build performance indicators that include four establishments, 15 strategic issues, and 23 balance scoreboards. Road maintenance and management of individual rights BSC 23 indicators of weight, but using different engineering expert questionnaire, to be created through the AHP. Maintenance engineers analyzed the questionnaire results showed that the highest weight indicator is "pavement condition" with a weight of 0.107, the lowest weight indicator is "to build and update the pavement management system" with a weight of 0.012. Road Maintenance Management Balanced Scorecard indicators established by the present study, a realistic assessment of the Taipei City Government Performance score of 81.69 points, Taoyuan County Government Performance score of 65.15 points, Hsinchu County Government Performance score of 60.19 points.
