| Summary: | 碩士 === 國立體育大學 === 體育推廣學系 === 102 === Department of Physical Education, Ministry of Education in Taiwan was established in 1973, since when a dedicated sports management unit has been established in Central Government, which is committed to promote national movement. Later in 1997, the Sports Affairs Council in Executive Yuan was founded without eliminating Department of Physical Education, Ministry of Education, and then was transformed to Sports Bureau of Ministry of Education in 2013. The policy change of Sports for All during this period and the influence factors of the changes are the purposes of this study, to achieve which, the collection of government information was focused to explore the Policy of Sports for All in Taiwan during 1973 and 2012 as well as the types, levels and factors of the changes. The results of this study show that: first, Policy Succession is the main type of the policy change of Sports for all; second, the second level of the three levels of policy learning – the change of policy instruments is complied; third, the political and economic situation and the rotation of the ruling party are the main influence factors.
