Tall building could be considered as places with higher development intensity and to what extent the regulations interact with the development patterns deserve attention. This research takes Tainan East District as the research site and explores how do regulations affect the development of tall buildings between 1984 and 2014. Through in-depth interviews, GIS mapping and multiple regression analysis, this research identifies the key regulations that control the height and distribution of tall buildings, the disparity between zoning and actual tall building development, and the influence of other regulatory factors. Key codes influence the building height including zoning, building codes, fire service codes and environmental impact assessment requirements. Transfer development rights and zoning bonus through public space provision create unexpected factors intensify the gap between planning and tall buildings development.
