The purpose of this study was to establish a suitability assessment model of refuge base for debris flow disaster in which the effects of access roads to refuges are considered. In this paper, Tseng-wen Catchment Area was chose as the study scope. We predicted the probability of landslide in different rainfall scenarios by logistic regressions, and grey relation analysis and the entropy weight method were used to help planners assess the suitability of each refuge and to determine the extent to which access roads to refuges affect the suitability of refuges. The weight calculation results indicated that the availability of access roads to refuges greatly affects the suitability of refuges and that the planning guidelines that are used in urban areas are not applicable to mountain area. The suitability assessment model constructed by the grey relation analysis and entropy weight method in this study is intended to help local governments determine which refuge is optimal as well as the advantages and disadvantages of each refuge.
