Such methods cannot effectively solve the problem core. Ironically, because people greed result in refused to communicate irrational mentality. Future policy planning for similar problems will still continue to occur. Through Environmental impact statement of offshore wind farm development projects in Taiwan and explore other literature. Summarize the main point of contention is that the compensation conflict and government's position conflict. In this Research use 39 contradiction matrix method of TRIZ, corresponds to the principles of invention forty. Find the appropriate problem-solving principles direction. Then use 9-Windows Method auxiliary, find the Fishermen shares program. The government's position contradictory of problem. Use separation method of TRIZ physical contradiction. Find the direction of solving multiple problems such as the jurisdiction by a fourth party, the integration of communication platforms and re-examine the use of ocean-related laws. Hope to make it in the development process of the wind energy industry in Taiwan. Exempt artificially irrational possible confounding factors.
