In this Research use 39 contradiction matrix method of TRIZ, corresponds to the principles of invention forty. Find the appropriate problem-solving principles direction. Then use 9-Windows Method auxiliary, find the Fishermen shares program. The government's position contradictory of problem. Use separation method of TRIZ physical contradiction. Find the direction of solving multiple problems such as the jurisdiction by a fourth party, the integration of communication platforms and re-examine the use of ocean-related laws.
