In this study, innovative service concept of product liability insurance, product liability insurance food industry to explore the market value can not demonstrate cause and solution to the current dilemma that has product liability insurance what kind of features and an innovative service concept proposed outline for the retail distributors, to be used as reference for future innovative services in the insurance industry, and propose a solution different from the past on food safety issues. In this paper, qualitative research methods, innovation diffusion theory as the main architect interviews, interviews for selling a small distributor of organic products, and data analysis by the empirical results discussed in view of the retail supply chain distributors to solve food security key issues to change the insurance industry marketing process, the target market, the main customer from the manufacturer to the retailer, the adjustment of product design for the exclusive retail distributor of innovative services to attract distributors to cooperate. Finally, based on empirical results managerial implications, limitations, and possible future research directions. Expectations available to domestic insurance, food industry reference for future development plans to improve food safety standards, and to benefit the public social spending.
