Our research objects are Taiwan description manufacture industries. We use the data extracted from following two data base: Ministry of Interior Department of Statistic from 2002 to 2012 and Environment Protection Administration in 2001, 2006 and 2011. Panel VAR-- Vector auto regression, Granger’s causality, Impulse-Respond function and Coefficient matrix are adapted in this paper, in order to examine the effect of export and government regulation on productivity. The general results shows that there are no significant evidence and causality of government regulation on total factor productivity and labor productivity. Our productivity results applied with Impulse-Response method indicates that government control have some positive impact on labor productivity in second period, and have few negative impact on total factor productivity. On the other hand, export have positive impacts on total factor productivity and labor productivity in the Coefficient matrix; also, they have causality in Granger’s Causality. Moreover, when total factor productivity results introduced to productivity index model, export have a causality in Granger’s casualty, as well. As the result from above, government regulation does not cause any harm to productivity and export volume of industries in Taiwan. Thus, industries can face the influence from government regulation easily.
