To promote economic competitive ability and maintain standard of living, government adopt method of evaluating economic benefit to achieve optimal recourse allocation of traffic construction by limited financial resource.
In traffic construction, traffic transportation system is multilevel, multi-target and multi-access dynamic complicated system. The economic benefit analysis of traffic construction plan considers not only linking function, but economic development, environmental impact and regional planning.
Economic benefit analysis of public construction makes limited resources become optimal allocation promoting social benefits and getting maximum net social benefits by putting in public investment costs. When government executes public construction to pursue
not only feasible engineering, but also maximum economic benefits by limited resources. The research evaluates the relationship of consuming resource and creating benefits in social aspect.
Estimating economic benefit adoptted to monetary method is convenient to analyze. In practice operation, many items don’t quantify, so this research divides quantifiable and unquantifiable economic benefit to access. In quantifiable benefit, the research not only evaluate benefit of net present value, benefit-cost-ratio and internal investment rate, but
describe unquantifiable benefit.
Because traffic system belong to dynamic complicated system, evaluating economic benefit lacks object and uniform standard norm. The cost-benefit analysis is difficult to become the basis of traffic construction plan. Therefore, the research discuss that traffic construction of economic benefic fulfill the practical need.
